Its not my fault I am black

I am on the bus going to the mall and I hear a youngster in the back singing really loudly, then she has the following conversation:

Friend: shh stop singing so looouuuuddd
Loud singer: they will get over it (meaning the other passengers who are disturbed)
Friend: but you maaadd loouuddd
Loud singer: its not my fault I'm black
Friend: (mumbles something)
Loud singer: niiigggaaa staaaap (stop)

When did black become an adjective for loud, ghetto or inability to conduct yourself properly? Are these supposed to be used interchangeably? Have they become synonymous with a host of other negative adjectives?

Dont get me started on the last line!
